PTs would generally use wire sufficient to carry the current desired.
OTs use sectioned and interleaved windings wired in series and sometimes parallel. The latter suggests using wire that only has to carry a portion of the current, and thus would be finer.
The lead-out wires are often substantially larger that the enameled wire. This is to keep the external connections as low-resistance as possible, preferably much less than 10% of the winding DCR.
You would really have to talk with someone who winds transformers as a business, or find manuals that explain it. I believe the Radiotron Designer's Handbook has a section on transformer design.
