Did you check that the relay contacts are wired right? I had one where the wiper was in the middle and another where the wiper was at the end of the pins. Guess they can be different?

Thanks for reply. I've looked it over a number of time and it appears right. Granted after you look at something it enough times it get harder to see things clearly.  It really seems like the relays are not activating properly and with panel switch in one of the positions they don't connect to anything with my meter.  They only click when the panel switch is grounding.
